I had this problem with my wipers being stuck on the highest setting, so i went ahead and got another kouki se wiper stalk.
I replaced the wiper stalk, turned my car on and the wipers did not go off It seemed like it fixed my problem it switched through diffrent speeds but it wouldnt shut off after i switched it on.
ive had this problem for almost a year and it sucks to not have AC and wipers when its raining.

edit: My car is a 97 kouki se
