Timing help.

Ok, I've read about a billion threads on this, and each one seems to say something different. I noted that my cams looked off the other day when I pulled my valve cover. This engine has been rebuilt and it will be the first time I fire it. Before I started it up I wanted to make sure everything was right on it and I got to this:

Everything should be at TDC. As far as I can tell, Ive cranked it and this point seems to be the highest on the first cylinder.
Does this look right to you? Does not look right to me. Shouldn't the markings be at 10 and 1 or something? Not 8 and three.
I'm not a mechanic just a DIY'er trying to learn and Ive read the fsm and everything I can on here.
Ideas?
Any help is appreciated.

Edit. Ok, I may be a retard. I think I found out the problem. Still throw Ideas out there though, cause im still not 100%.
