To drain the tank, just run a piece of hose from the FPR to a gas can. Easiest way to do it. If you do decide to drop your tank and clean it out. Please, please use something to get rid of the moisture in your tank. I suggest spraying some WD-40. It absorbs any moisture and acts a rust inhibitor.

I learned all this the hard way. I dropped my tank because it was completely rusted out in the inside. I used muriatic acid to eat all the rust, baking soda to neutralize it, and then hosed it all out. I forgot to use something to absorb the moisture and it rusted over night. Ended up getting another tank.
