Not all of CA is that awful. Los Angeles county is actually fairly lenient (knock on wood). I think I've only got pulled over twice for no front license plate. I used to live in the East Bay Area (norcal), San Francisco, and San Diego. For the most part, it wasn't bad at all.
OC, on the other hand is downright notorious for that sort of thing, and so is the inland empire area. Should you choose to live down there, don't be surprised stuff like this can happen, because it does. IIRC, there was another thread a few months ago about something similar in the same area. also another meet that got busted with rampant impounds.
