Ha ha ha...I actually had some friends go to mast for wearing paperclips on their uniforms in hidden locations. The chain of command thought it was some sort of ship gang. Except we called it People against people ever reenlisting, civilian life incentive program.
About the car storage, once you place it in storage you can not touch it until you are ready to remove from storage permanently. So no, your friend can't do the maintenance on it.
