I think this is what you're asking. Let me know if I'm wrong.

When you go to put the key in to start the motor, for a stock S13, you have to push the clutch pedal down to get the starter to spin. If you don't press the clutch, all you get when you turn the key is a click and nothing.

But on your car, when you turn the key, the starter spins regardless if your foot is on or off the clutch.

Is this your problem?


If so, it looks like someone bypassed your clutch interlock circuit, or you never had one to begin with.

I actually recommend bypassing the interlock circuit so you can start the car without pushing the clutch. If the interlock relay fails, you'll be stuck.

So as long as everything else works the way it should, I personally say there's no need to "fix" anything. Just make sure you're in neutral and/or pressing the clutch down when you start the engine.
