dry sand, heat with a heat gun !!!, primer immediately. 1 small coat, 1 heavy thick.

let cure, Wetsand till smooth, base coat. clear. drysand/wetsand/buff/polish.

or i can do it for you and dip it in hydrofilm

hmm, im sure you cant do this to the dashboard tho.
cause a dash it made up of a sheet of vinyl. and i thought
sanding the interior panels makes the "textured' look disappear
