That's very unlikely 30F weather can reduce the shear strength of steel that much. You have to freeze the metal down to cryo. condition to make it brittle enough to snap it off with minimum force. That's what I've learned from metallurgy.

For wheel spacers, especially the bolt-on type, you really have to torque it down with torque wrench, and it helps too if it comes with a hubcentric ring to ensure the wheel is in center.
