You know people that can swap VINs, or channel it through a non-title state with no inspections, or reg it as a kit car.

None of these things are legal. Trust me, these tricks are as old as the import laws themselves, and people get busted for doing it.

The only legal way to import a car is to convert that car's safety and emissions systems to US spec and verify this for the interested parties. For a car that was never sold here, that means crash testing.
