Your original statement is unclear.
You can start a cold engine and blast the heater. The engine will take a very long time to come up to temp. This is why I always say don't blast the heater until coolant temp has stabilised.
The heater core is a secondary radiator. You can blast the heat to reduce engine overheating. We know this.
I am not sure if you can prevent the engine from coming to temp completely by blasting the heat, even in -10*. Eventually the engine will warm up. The heater core isn't big enough to overcool the engine.
