Check the power output going to the bulbs when the brakes are depressed, see if you are getting current.
Check the switch which is attached to the brake pedal, that is what activates the brake lamps.. make sure that the switch is working.
If your parking lamps work, your circuit should be okay because the brakes and parking lamps I *beleive* are on the same circuit.. same fuse, etc. I dont think there is a relay, but there may be.
Chiltons is crapola, an FSM would be much more useful in trying to resolve this problem.
