Performance tires and the cold don't mix. Add snow to the equation and you have a deadly combination.
Also consider that Canadian 'reading week' (Spring Break) takes place mostly in February. I know from trips in the past that schools from Washington, Minnesota, Wisconsin and other places have their spring break in February as well.

Silly Canadians...nobody cares that you live in a frozen wasteland...it's your own damn fault.
As far as Spring Break goes, late February to early April for most US Colleges. But, one thing to remember...you'll never be able to please everyone, and to attempt that will only lead to insanity. I think the last 2 weeks in March or first week in April will be easiest on college students. No school for me, so I don't care when it is.
