The Black Coating is a treatment process, gets in the veins of the rotor, so that there is not any internal rusting problems.
The Slots/drilled areas will remain this finish even when the pad scrapes across the surface of the rotor.
The closest thing to Blanks are the Slotted - just like the picture provided by Turbo SE ( thanks again by the way
