SEM makes a product called "plastic bumper repair" and another called "problem plastic repair" Both will allow you to fill and repair the bumper, while still retaining the flexible nature of the bumper - which bondo will not.
both products come in a double syringe and mix like a 2 part epoxy.
stuff smells like ***, but works great!
