Trying to remove rust on underbody *pic included*

I noticed I have quite a bit of rust forming on one particular area underneath my car. The under coating has chipped away and what is left is rust. For now i think this is just surface rust.

Before I check out local shops, I wanted to know if there is a DIY solution I can try first.

I was thinking about renting a power sander (or wire wheel), start to sand this off and spray some primer on it.
