All you have to do to get the extension is pay the all fees due. It used to be that you could get a temp op permit by just doing that and get multiples i.e. one runs and you go back and get another till the car is smogged. The law has now changed.
Each car is allowed one temp operating permit per 2 years. You also have to pay a $50 fee for that permit. If you pay all back fees and you pay that $50 fee the DMV will give you a temp op permit. If you get lucky someone may let you slide on the fee . Ya right LOL
The idea behind limiting the temp op permit is to keep down the number of cars running around not passing smog. I.E. fix it or take it off the road.

Oh I should add that depending on the DMV employee when you pay the $50 fee they have the option to give a month long permit. I know I have done this before . LOL
