radhaz is on the money.
They're covered under a recall for earlier model 240s, and even later 240s are covered. In the short time I worked as a wrench at Nissan, I saw at least 5+ S13s come in to get new belts.
Either way, I prefer manual belts, and have swapped S14 belts into both my 240s.
I used to be lazy and NEVER buckle the lower belt, which is about the most idiotic thing you can do. You're almost better off NOT wearing the belt at that point.
Anyway, just go to your local reputable Nissan dealership, talk to a service advisor to have them check it out (make sure they're not wanting you to pay ANYTHING). They'll first run your VIN to see if a.) your car is covered under the recall and b.) has the required work been done to your car already.
Even if it has, and it's not working right, they'll replace it again.
