Not really S14DB, as it reads this applying to Specialty constructed Vehicles. I.E. kit cars, replica cars, engine swap cars. In effect it streamlines the process of buying a LSxx crate engine and parts to drop it in your car With CARB stickers ready to go. Which means we can take the swap straight to the smog tech and have him smog it. No going to the Referee to get it approved.

Classic car exemptions still stand. Anything older than 1975 is smog exempt. They stopped the rolling 25 year rule a few years back and froze it at 1975. As far as importation goes there is a 25 year rolling law.
