i drive an s13

so before my windshield wipers were fine. went sliding and when i went right my wipers suddenly came on and wouldn't turn off.

so i went under the driver side fender and saw my tires ate through the fender lining and kinda exposed some wires. i electrical taped the whole thing and ziptied it closer to the fender to prevent it from hitting the wheel. now my wipers won't turn on at all. the washer fluid doesn't come out either. i don't know what to do. haha. i was trying to look for the fuse but the fuse box i saw on the passenger side didn't have one for the wipers. any help please?
