But you don't have to. There's only two places open to atmosphere. The center set screw that holds the butterfly rod is one, and you can put the set screw back in to seal it. The other is the outer hole where the rod slides in, drill/tap it for a bolt and screw it in. 4 minutes total downtime and zero cost.

There are plenty of aluminum alloys that cannot be welded at all.
But they are definitely not the type of alloys that are used to make mass production cast intake manifolds.
So yes, the intake mani is perfectly weldable. That said, why not just take Russ' advice and do some drill/tapping with a little bit of epoxy(like JB weld or the like) to seal it up.
