Front sway is bigger? Does that mean the car still likes to understeer? Anyway you seem to be right about base having only the front sway bar and SE having both. That's what this image says anyway, but it's not very specific at all.

I'm asking because I was offered SE suspensions plus lowering springs (don't know what brand yet) for my base 1998 240SX for $300 installed. Does that sound like a good deal to you guys?
