First, check to see if the cooling fans are coming on. Also, as nismoracingsx said, make sure your rad cap is good too, plus a pressure test isn't a bad idea maybe the motor has a bad head gasket (not enough to mix with oil or burn, but enough to not allow the system to properly pressurize.
