Yes, they are. I already got pulled over for loud exhaust but I told them mine is under 95 decibals so he let me go even though I have a 4 1/2 inch HKS Hi Power exhaust. Then, I got pulled over in my other s13 hatch and the cop thought I was running an SR. He didn't know what he was talking about, I pretty much schooled him with all the Cali laws and crap but they are on to me now. I told him to go pull over all those civics and cars that shouldn't be fixed up and hassle them.
