tape on headlights was used for the track, so when rocks hit them, the glass does not shatter everywhere and damage everyone's tires. you can just CLOSE your lights.
side plates were for more cooling, for intercoolers and such.
stickers are for covering up scratches, like the ones on your front bumper.

RICER= Random stickers, random paint/graffiti, random "mods" to set themselves apart. Otherwise their car is pretty much ordinary or stock and they TRYING TOO HARD to stand out.
