Remove the hoses at the steering rack and turn wheels getting the P/S fluid out of the rack and drain the rest of the fluid from the sytem. Fill with ATF (been using it in my pump for the last two years with no issues) and turn from lock-to-lock with the engine off. Start vehicle and add necessary fluid to keep level at minimum or more line. Once bled, there should be no noise and steering effort should be relatively normal. If the steering is hard at times, then there could be a issue with the pump or rack, or a restiction in the system.
