yeah i realize its for europe.. So i made a UK psn account and it works, however loading up the game doesnt accept it.. I tried doing a UK proxy in the internet settings to try to fool the ps3 to think its in europe but i couldnt get it.

Shortly after i did this, i deleted that extra user account on my ps3, and didnt realize the cars disappeared with it.. So i think you gotta leave that user account on your system to keep the cars.
