Sounds like the arm that comes off of the motor might not be "aligned" properly.
Disconnect the arm(for the passenger side headlight) at the motor. Then operate the up/down switch so that the drivers headlight is up. Then reconnect the passenger side arm to the motor with the passenger side headlight in the up position as well. The arm should be pointing straight, not bent.
