Usually, you only get a trim option on the compressor wheel and an A/R for the housing on the turbine housing.
Turbine housing A/R can make a BIG difference in spool (maybe as much as 500 RPM) and also some difference in how the turbo flows at high RPMs (depending on how the turbine and compressor wheel match with each other.
The trim of the compressor wheel makes a difference.....the bigger the trim, the more the compressor wheel can flow.
I just looked at the Garrett website....
The 56 trim wheel can flow a max of around 48 lb/min, whereas the 60 trim wheel can flow around 55 lb/min.
If your goal is TRULY 400 hp both will work.
Might want to ask someone else first, but the smaller wheel may spool slightly faster.
Like I said not sure how much compressor wheel trim effects spool in comparison to turbine housing A/R (which I know dramatically effects spool)......
