here ya go....Call the credit bureaus...ALL OF THEM there are 3. Report his SS # stolen, and place a FRAUD ALERT on the #. My moms was stolen and they tried to collect unemployment from it. They gave her a password to use for her credit everytime she needs to use it...for houses, cars, credit cards.
Call the police in your area. They MUST fill out a report and give you a copy.(PC530.6) You will need it later.
If they try to open any fradulent accounts, write the creditors and tell the this is an ID theft. They also MUST provide, upon written request, all copies of applications, and transactions on the account along with their information. (not all theives are smart, some will put their REAL address).

hope that helps you out some. DON'T WAIT!!!!!!!!!! Make sure you get everyting filed to protect your brother. Also, have him check his Social Security often, check to see if anyone is trying to work off of his SS#. Good luck!
