haha thats way far out of powerband. you should start to feel a large increase around 3000 rpm and then die off above 5500 rpm. check the obvious's. fuel filter, air filter, make sure the AIV valve is functioning properly. check that all the sensors are hooked up correctly. check that the cat convertor isn't clogged up and choking the motor.
