RPM drops when it is colder outside.

I have been having this problem for a while now on my S14 KA and need to figure out what it is.

Background on what is related:
Turbo S14 KA
S13 ECU
Intake air temp sensor not connected since went turbo
Blow-off valve recirculated
New plugs, wires, fuel filter
New grounds
Throttle Body cleaned
Lightweight flywheel

Pretty much when going into neutral or coming to a stop, the revs drop. Going from ~950 to ~600. Only happen in colder weather or at night. I live in Florida and daily its 90-95 but at night or in the morning it's 70 ish. Whenever that happens the idle does not hold. During the day it holds perfect at the target idle.

Any ideas what I should check?
