Sorry, here in BC we have a Graduated Licensing System that means you have your "L" (Learners) for a year, and your "N" (New Driver) for two years with zero drinking/one passenger restrictions, then you can take a road test and get your full license. It's pretty stupid, but yeah, this guy had just gotten his "N"... probably texting or something
