we need a little more info to answer your question . i.e. what year car is yours? did you put in a redtop or a blacktop? or a S14 SR? who did the wiring? all these are important factors. I have seen where 89-90 gauge clusters have not worked correctly with a SR swap, quite often in those cases people throw the JDM gauge cluster in and it works. technically your speed sensor should be working fine but if your engine is from a much later model year it could explain why its off. for instance a 95 s14sr speed sensor while it can be wired up to the s13 gauge cluster will not read out right at the speedometer. s13 speedo sensors are supposed to be all universally the same . some people who do sr swaps pull the american speedo sensor out of the ka 5 speed and install it in the sr trans to be on the safe side but I have seen people run the sr speed sensor with the american gauge cluster with no problems. all the speed sensor does is spit out the info . its up to the gauge cluster whether it will read out in mph or kph. If you have ever seen a car with HUD (heads up display) it can be switched between mph or kph with the twist of a knob right on the gauge cluster thus proving the fact that the speed sensor does not determine the mph or kph readout.
hopefully this little diatribe will shed some light on your issue.
