I had the same problem, you get to a point where if you keep turning the caliper tool the piston does not go in anymore. This is what I did:
1. take off reseirvor cap, but watch the fluid level so it doesn't flow out
2. get a second person (who has strong fingers) to push at the same time as you are turning the tool.
OR
3. (the way I did it): in the caliper there is a slit/opening on the side, there is just enough space to slide a screw driver in there as a lever to help push the piston in AS you are turning the caliper tool. Becareful to PUSH and TURN at the same time, you don't want to risk damaging the caliper. Also becareful not to damage the surface of the piston w/ the screwdriver, just watch out.

Funny cuz my friend w/ a S13 pushed in his rear caliper pistons w/ ease and mine always take alot of muscle power, but the screw driver trick works well.

edit: if you haven't cleaned off your rotors (if they're new) with brake cleaner do it ASAP before they go on the car!
