OBD2 Emissions- VIN,CALID,CVN (LS1 swap)

I know obd2 emissions has been gone over time and time again. But i have not found much information out about whether or not the vin, the calibration identification (calid), and calibration verification number (cvn,checksum) are sent to the state when a obd2 emissions test is done (state in this case is PA). The only thing i found is that California required 2005 and later vehicles to send it to be checked in a database to see if in fact the ecu was reflashed or anything of that nature.

Reason i'm asking is if i were to do a ls1 swap into my 96 240sx, would i be able to pass emissions. The vin on the ecu would not match the one on the car, so would this raise a red flag to the state. Or what about even just switching my 96 ka ecu to another 96 ka ecu?
