5 lug conversion issues

Recently I purchased Ichiba hubs to do a 5 lug conversion on my S13. I got the hubs on and supposedly they were said to be "bolt on" without any modification but after the hub assembly and everything is on it seems a bit loose. The rotor shakes and needless to say when I brake the pedal has to be pumped a few times before it wants to stop. I took pics I noticed the hubs don't have the holes for the screws to hold the rotor in place to the hub. I wanted to know should I have these hubs taken to a machine shop with the rotors for them to drill holes for the screws or not? Has anyone else had any issues like this before? also if they can't be drilled for screws to hold the rotor in place is there any other alternative to get this going so I can have a proper 5 lug conversion?
