Yes they are, FEDERAL law trumps state law. Only "legal" skyline I believe is the R33 GT-S because that is what MotoRex crash tested back in the day. So most all the MotoRex cars got grandfathered in, and R33 gt-s's are legal, but I doubt with all that has been going on lately that it would be easy to get a R33 imported these days.
