Have you talked to the guy who painted it? Small claims court will require more money and it sounds like you don't have much of an argument/case. Like everyone else said, lesson learned. If you can't work out a deal with the painter, go to a reputable paint shop and see how they can help make your car look the way you want it. Your photo doesn't show too much detail. But prep work is the key to a well done paint job. Good luck.
