You can have 19's on the car if you wanted. It would look like shit and your car would probably be way off the ground.
It's about preference. 17/18 stagger works fine/looks good. 17's all around works/looks good too.
Look around the wheel fitment thread for what's "flush"
Brake clearance depends on spoke design.
Are you looking for a functional set up or a "flush" set up? You can't have beefy tires and be flush unless you like the fenders chewing your tires up.
