I'm assuming you hit because the angle of that arm was actually at an upward slope towards your ball joint, rather than remaining level/flat to the ground. If this is the case, you have a few options without really modifying the control arm.
1. You could get roll centers, which would correct some of your geometry in the rear and move the arm closer to level. This would probably let the car ride better and lessen the amount you may have to clearance on the control arm.
2. Add a small spacer in the rear (2mm or so). However, you'll have to pull the rear fenders slightly more.
3. You could grind the lip of the control arm away just where the rim impinges.
4. Aftermarket LCA's are an option and would give you the best all around combination of clearance and adjustability.
However, if you want to absolutely modify and give the best clearance, I would mark and pull the arm. Notch it, then reinforce the LCA with the same or heavier gauge material, connecting to the existing portion of the arm not needing clearancing.
I have roughly .500" between my LCA and wheel. Im also running +36 rear wheels and not nearly as low as you were. I intend to have my fender arch even with the top of the tire, not really looking to tuck.
I've been looking for photos of notched LCA'S but no dice as of yet. It seems that everyone wants to be herraflush and sacrafice grip for fitment.
