Ebay and paypal has Buyer protection and Buyer protection is supreme to seller protection.
You have to pay the rest Via paypal.
500$ deposit through ebay to win the listing. then finish paying through paypal. I'd ask that the Title is signed Clear and Mailed to you PRIOR to shipping. DO NOT ship it until you get the title.
NEXT I would inspect the title, take it to a local registrars office / DMV, have it checked, then ship the car.
No need to waste shipping cost if the title isn't clean.
