Iat location is fine, you can move it but unless your making a shit load of power to be blunt it won't make that much of a diff. Kinda like the map sensor on mani vs off a vacuum arguement.
The reason it starts ruff is because that iacv tube. Connect it about 5" from the throttle body and your cold starts will improve.
The breaking up is prob gunna be a tune/plug temp-gap/or coil issue
