power braking...that's what it's called. with a stick, I've always wondered how to keep it stationary like you're talking. but my friends Dakota R/T could power brake for days. no joke. but I'm not sure, the only way to find out is the try it. I mean just push the brake and punch the throttle. or, you could throw it in neutral, rev it quite a ways, and hit it down to drive (for auto's), but I don't know how stationary it would stay.
