Starting problems can be due to many reasons. Could be the starter itself, the starter relay or the ignition switch module. You'll have to use your FACTORY SERVICE MANUAL for your 95 S14 to locate & test all the components on your starting system - manual or auto transmission - to find out what the actual problem is with your starting system.

One of the problems that often gets overlooked by Zilvia members here is the Ignition Switch module. It's easy to locate, test & fix if it is the actual problem. Pull the steering cover off & locate the ignition switch module opposite the side where you put the key into the ignition switch. Unscrew the ignition switch module, http://www.rockauto.com/getimage/get...tex/1S6350.jpg (it's held in with two phillip's head screws), & test it with a voltage / continuity tester / multimeter. Pay particular attention to the START position when you are testing the module. Even though the rest of the other positions, (AC & ON), may function as normal, the START position can short out leaving you with the starting problems you may be experiencing now.
