Though you're partially correct, do some research before you go bashing this guy and electronic cigarettes in general.
There are two major cases of this happening, one in Florida and one in Oaklahoma. Both were stacking batteries, meaning that whatever mod (essentially, a giant e-cig) they were using was only supposed to accept one battery and they stacked two little ones to increase the voltage. If you do not charge the two stacked batteries together, one can get overcharged and will vent due to too much pull essentially. Their explosions were their own fault. Most batteries like the ones he's selling are protected and will not vent.
