Where did you hear or read this?? It helps if you have one good latent print to search in the PD Automated Fingerprint/Palmprint ID System, (AFIS)... That's all it takes to bring their world crashing down around them. Even a bad print can still ID a scumbag..
You may not be able to search it in AFIS but you can still figure out who's involved. All the detective needs to do is get you a name and an arrest history. You pull the print card on file & compare it to the latent print recovered from your car...and if it matches...someone's got some 'splainin' to do!!!
