ahh i figured out why what i was going by had the cam rotated only 3 teeth. the other cam was rotated 1 tooth clockwise, so they were 4 teeth apart, just the chain was off by one tooth...
thanks orion, you prolly saved me a headache and a few hours of troubleshooting
