a vacuum leak will typically lead to a higher RPM all the time. a big one like unplugging the brake booster will rev the engine to around 3000 rpms +
id start at the IAC, and then check to see that the MAF is reading proper voltage, check the TPS voltage adjustment, and make sure the Tps is closed all the way. IAC is there for a reason..
