sidewall damage from the inside usually means the tire was driven on flat, which renders it unsafe to use. If the damage is minimal I wouldn't really worry about it but if it was extensive then I strongly recommend that you get it replaced.
oh and i've always had max psi in stretched tires. The rating on the sidewall is cold psi, so don't put max air pressure after you drive it because the tire heats up and the air inside of it expands.
