Those HIR bulbs look really cheap, and you wouldn't have a high beam since they are single filament. I'm not sure any quality ones exist in the H4 bulb type. The Catz could be a good option but you would need to use a beefier harness to run them since they are high wattage. I was under the impression the catz kits used a pair of ballasts too...
